If You switch to 'english' content in Your Notes preferences, You can see some mixed design elements (germen & english).

I have seen an incorrect language setting in the english form design element. The english outline entries are in german.

If You set the design alias (don't select the views, pages, forms, etc. from the selection list) into the formula field of the frames, pages etc., it will display the correct language design element.
