Fixed several bugs:

• NOSS-6FHP7H - Duplicate NAB Entries - No checking to ensure that the requested name for a new id or a rename request doesn't already exist.
  
• NOSS-6FDHYE - Policies are not applied - Explicit policies are not applied to the newly created person document. Organizational policies show up in the certifier document/ policy field. This selection should only include Explicit policies.
  
• NOSS-6GDN39 - The NotesPerson QueryClose event which checks to ensure that the ID you are currently using is not the ID for the current NotesPerson will allow the NotesPerson document to be closed if the person whose NotesPerson document you are in has been renamed AND the ID has not been updated.
