Fixed several bugs:

• Bug ID: NOSS-6H858D - Website, logged in user can't see menu and other website items - Modified the default value to be *
  
• Bug ID: NOSS-6GXN88 - Back allowed from Success page - Added logic to display a success page, disable the backspace key and right click. Also upon submission of the request, check to ensure a request hasn't already been submitted and that the request isn't awaiting process.

• Better control of Home Page - Removed a lot of the hard coded HTML and made it where that HTML comes from documents and CSS. This includes documents to control the content of the header, footer, left side navigation and content section of the home page
