Initially it was not working on a 8.5.3 server.  I reopened the database up in my 8.5.3 client and clicked on Project - Clean.  I then accessed the database with my browser and it had started working.  I'm not sure if this is just coincidence or if this actually helped get it to work on the 8.5.3 server.
