If I try to run the AdminHome.xsp on an 8.5.3 with UP1 I get this error

Cannot find the library "com.ibm.xsp.extlib.library" with tag version 8.5.32002, to be used by the page/appLayout.xsp. The library tag version is blank.

extlib is enabled in the database.
