Notes Client R9 Implementation Client will not start

Trying to implement Toolsbox on my local client.

I have added the jar and the jvm.properties pointing to the correct location . When I try to start the client will not boot and fails asking me to reinstall Lotus Notes. Console logs dont show anything . Removing the line in the jvm.properties client boots up fine. Any ideas ?
