Project Management - Feature Request: Allow easy/simple change of "master chef"

If possible, allow a user to request that the master-chef hand over the reins of a project. Probably should allow the master-chef to refuse (but if no response is received in a reasonable time, then force the change).

The real goal is to ensure projects don't die on the vine because the master chef is busy with other stuff.
