1) nf: the portal database launcher is now dynamic according to user's location

• if your mail file location is "local" the portal will search the database on local first, then on the server
  
• if your mail file location is "server" the portal will search the database on server
  
• "search on local first" has been removed from database Form (not useful anymore)
