Interesting stuff, not one I've come across as I don't use SCT in-house here; one of those things I've yet to see a huge benefit for.
You may want to think twice about the design task though. By default it runs every night on every server…why??? The design task is only going to have an effect if you change the design of a template on which one database or more is based. Nearly every day it just thrashes the server to death overnight just when it should be backing up or running other more worthwhile tasks. On occasion, if change control lets you down, it can even accidentally roll-out a template design that you're not ready for yet!
Personally, I disable the design task on every single server I install. When I do run it, because I need to roll out a new design to a number of DB's, I run it manually at a time of my choosing. For small numbers of DB's I just use the DB refresh command in the client and watch carefully. Things are a lot more controlled that way.
When running the design task manually, a simple "tell amgr sched" beforehand can show you what agents are enabled and can be compared to another "tell amgr sched" afterwards to see any undesired changes.
So, while this scenario is a problem to you, maybe you could review how you use the design task bearing in mind my comments.
Lotus used to have much better support staff ;O)
