    It appears that you need to have an Application Key setup in order to use Facebook Comments. Why would you need an app key to do this? The Like button doesn't need and the Comments should either.

    Is this a bug?

      You can withdraw this defect. I re-read the Connect Comments feature and now know why it's required.
