The default access is set to 'Manager', so this was strange. And even if I post another template it won't be much difference I assume.
Have you tried to SIGN the template? It could be worth a try…
I have updated the template and re-posted the ZIP file, just to see if it COULD help. There is not SET any local access protection on the template itself, so can it be something with your local setup as well?
I've never seen this on a template with default set to MANAGER before.
