Project Kickoff

It's time to get this project started. It looks like we'll be starting from scratch using a design compare between standard Lotus and OpenNTF templates which may make timescales slip a little but we are going to get there on this one.

Any translators, whether experienced developers or not, please make yourselves known. I'm going to start by building the languages for which I have translation available.
