Extension library failed to install

Details
I tried to install the extension library which seems to be straightforward. However, when I restart Notes client, it was trying to load forever. So I have to stop it after waiting for a few hours.
Ever since, I have been trying to follow the instruction to re-install the extension library. But I'd get an error message whenever I run File->Application->Install. The error message is: Error retrieving "feature.xml".
Any idea? Thanks in advance.
