Admin Navigator is not showing up

Details
I am not seeing the db administration pane. I am listed as Manager with [ForumMaster] role. I am using R7b3 client. Could this be a bug in R7 client? In the upper left corner I also see "You can administer this dombulletinn dB" I can try tomorrow using an R6.5 client.
