There are 2 custom controls which provide the action buttons for import rss, all the new * and such. Look and see if you have 2 custom controls named:

ccFormActionbar - Provides the proper action bar for all forms
ccViewActionbar - Provides the proper action bar for all views

If those are present, check the acl and ensure you have the [Admin] role selected for your name. If the [Contributor] role is selected, deselect it. The Contributor role is for people like guest bloggers or what not.
