Emoticons not showing in comments

I just downloaded template V2.1, and the emoticon graphics do not show up in the submit comment section. I looked in the Emoticon view and they are all listed. A double click on the document and another double click on the graphic file and the graphic show the smiley face. So it tells me that the image file does exist. It looks like a pointer issue, but not sure where it should be pointing. I also noticed that not all the emoticons in the document list or view are all located in the image resource section. So they must be stored somewhere, but where and how do I point to that location. Please advise.
