You could copy them from one template to the other or check for changes.
Vacation Request allows for two levels of Leave Request approval: Manager and then Admin with multiple identities permitted at each level. So, if you want two levels of approval just don't "set the leave admin and manager to the same person."
When editing a Leave Request, Vacation Request does check for already approved leave on the first and last dates requested. Leave Requests with first and last dates that match already approved leave cannot be further processed. Warnings are also displayed when time off seems to conflict already approved leave. So, a requester can make multiple requests for the same dates as long as none of them have been approved. It is the job of the manager to review all requests for personnel availability and reasonableness. Managers should not approve multiple requests for the same dates–just cancel the duplicates or at least contact the requester to determine what the problem was.
