    I was able to be deployed in 8.5.3 above it?

The file is not the same as the number with the number of manual deployment!

      Jason,

      the template is only needed on 8.5.2. In 8.5.3 the deployment of plug-ins requires the 8.5.3 template of the updatesite.ntf which enables loading of the plug-ins directly from the attachment, while in 8.5.2 the plug-ins need to be deployed to the file system. Instructions for 8.5.3 are here:

      Of course the deployment still should work, but AFAIK nobody has tested it
