Widget Container Shows Actions button when there are no actions

The Widget Container control shows the 'Actions' menu button even when defined drop down nodes have set to not render due to a computed value.
I have created a widget container that has a number of drop down nodes. These drop down nodes all contain a 'rendered' value that is computed defined on if you are logged into the application or not. When you are not logged into the application the drop down nodes are all set to be rendered to false but the button to click to show the actions still appears in the widget title bar.
