Creating pages via browser

Hi,
I seem to be able to log in - nothing tells me I'm not logged in and the 'Log In' button changes to 'Log Out' - but I don't see anything different as the blog admin. There's no option to add or edit a page, no new blocks, nothing. The only thing that changes when I log in is the log in button.
I can't find any useful help about how to actually set this thing up or how it should work when it is set up. I'm afraid the wiki is next to useless if you want to know what you should be doing. I'm extremely grateful that people have given their time to create this but the user experience for me so far has been one of pure frustration.
I'm running ND 6.5.3 on the server, I'm in the ACL as Manager with all the UI options ticked.
I've tried v2 and that works fine, but I like the themes available in v3 and would prefer to use that.
Can anyone let me know either what could be wrong or where I can go to find out for myself?
