tilday (~) problem in blocks

Details
I am trying to use a tilda in URL's in my blocks and find that when I do either:
1) all blocks after disappear
2) when on left all blocks from right and up on top of those on the left
3) when on right link does not show up and some formatting is lost...
is there a known problem with the tilday character... I see the problem on IE & firefox on Mac & Windows... I can work around it using %7E but wanted to know if I can fix this...
