Invalid NSF Version

I'm having problems with step 4 in the installation:
4. Create a new database called copied.nsf from the template NMailGood.ntf.
I've tried to do this in the Lotus Domino Administrator and by running a client on the server. I'm getting an error "Invalid NSF Version: XXX/XXX NMailGood.ntf". Has anyone else run into this problem and if so how did they resolve it?
