MailScan - Can it perform mail filtering?

Details
I want to be able to define rules for outbound e-mails in-order to prevent delivery of say .mpeg files or files greater than a certain size.
Is this something that MailScan can do? Sorry, went through the documentation but was not sure exactly if this can be accomplished.
