then the server won't be able to change the ACL.

I was just testing. When I attempted to change the server's access from Manager to Designer I got a message that the Admin Server must have Manager Access. It wouldn't let me change the access until I remove the Admin Server. Once changed to designer, the Server (nlnotes.exe on the server) cannot change the ACL.
