The style tips are stored in a resource document called tips.html. This document is then presented in the style tips "drawer" in the wiki when editing content.

As per the documentation, when you create an instance of DominoWiki from a template, you should also copy over all the resource documents. These documents comprise the aforementioned tips file, stylesheets, Javascript files, and image resources.
