Hi David,
Have you installed the updatesite into your notes client using the Eclipse Update UI ? You will need to do this also so the runtime can register that you have the extension library installed. In Domino Designer, go to File->Preferences ->Domino Designer. Then turn on the check box for "Enable Ecipse plugin install". Now when you go to File->Application, you will see two new options "Install" and "Application Management". Choose search for new features to install. The point to the openNTF update site and install it. You'll be prompted to restart your client. After doing that, it should solve your problem.
